Access to Grant & Loan Programs during COVID-19

The Coronavirus Aid, Relief, and Economic Security (CARES) Act signed in March 2020 allocated $5 billion for local communities to distribute. The Office of Evaluation Sciences (OES) conducted a descriptive study of local grant and loan programs to assess equity of aid distribution.


I worked with the research team during the synthesis stage. We used Mural to sift through qualitative data and identify themes. I then produced artifacts to summarize key findings and complement the final report.

This journey map summarizes the key stages that local governments navigated from program design to completion and the common challenges encountered by officials and applicants. 

I also produced a comparison of program models that highlights the benefits and barriers of each approach. By thinking about the most actionable use case for this future report, I drafted this comparison diagram to assist city officials deciding how to structure future programs.

When the final report was published, the quick-reference nature of this illustration made it a stand-out element in the final report.
